Is Paramount+ included in Apple TV+ ? Why does it want to charge me?

NCIS Los Angeles can be played on Apple TV+ but only the current season. If I try to watch an earlier season, it says to buy for 2.99.

No. Paramount+ is its own streaming service. Apple TV+ shows are denoted as such (with the Apple TV+ logo). NCIS is not an Apple TV+ show. You are likely accessing the current season through your cable provider or other streaming service.

Not sure what you mean by the "package" that you purchased. If you've subscribed to any of those services, you'll have access to whatever content they stream. If NCIS LA is only available for the current season, it's best to contact the streaming service directly (Paramount+). According to just watch, only one season is available to stream on Paramount+ (https://www.justwatch.com/us/tv-show/ncis-los-angeles).
