Appleid Creation Asking for phone number verification twice?

I'm setting up a new AppleID for the AppleTV I have in an Airbnb. I don't want guests charging movies, etc on my normal AppleID. Anyway, the setup screen needs to verify the new email with 6 digit code - All good. Then when it tries to verify my phone number - I enter one 6 -digit confirm code, then it asks again for the code sent to my phone. I have done this like 6/7 times - I don't think I'm keying it in wrong. I just seems to ask twice?? Never lets me continue?

Anyone else seeing this?
