I got this new phone and my old one is broken. How can i transfer my cloud, photos, contacts etc using Icloud without the old phone

If the data is not already synced from the old phone, you will be unable to transfer data.
If the data already resides in iCloud go to Settings > Apple ID > iCloud on your new device to select what you wish to sync.
