Why can’t I found my personal hotspot

The Hotspot, VoiceMail (Visual or Normal) all are Carrier Specific features. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.

as stated, if your carrier has disabled it in their end it will not show up on your phone, if you contact them and they will not play ball then you can't use the feature.

The carrier is the Company you pay to provide you with cellular service, I have no idea how what carrier you use and how you can contact them
