I found out solution for "lock icon"
https://apple.stackexchange.com/a/238637/100894
but that make no changes
after I uncheck "Internet Sharing" then "Share your connection from" was enabled - totally unlogical
Are you connected to the Internet via Ethernet or something other than WiFi?
Your Mac would have to have two WiFi devices to both receive and transmit a network.
However, I don't believe it should be disabled like you show. So…
…is your Mac managed by a company or school? They may have disabled the capability.
The Sharing pane doesn't appear to require any Authentication.
It would only be disabled by someone who manages your Mac. If it is not managed, then I don’t know why it is disabled.
> Are you connected to the Internet
sure

exactly - on another macos the same version is not, and "lock icon" is there
> is your Mac managed by a company or school?
nop normal by me
> They may have disabled the capability.
Q) any idea how enabled it ?
Some bits don’t flip. Toggling will sometimes make it work.
