When changing the imessage setting to use phone number instead of email, it gives an error "An error occurred during activation Try again" I have tried all solution provided on the site and does not work.

To activate iMessage and FaceTime using your Phone number
First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you
If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)
If you can't turn on or sign in to iMessage or FaceTime - Apple ...
If the above process does not work then simply disable WiFi and enable iMessage over 4G

I have this same problem 13 pro max iMessage has been working fine forever and then about 3 weeks ago this issue has been happening off and on. Sometimes it lets me select my phone number but recently it now displays the same error "iMessage Activation An error occurred during activation. Try again. " only noticed it because my text recipients have been saying my iMessage chats are now originating with my email address instead of phone number.
