Does Apple make a smart folio case/cover for 9th generation ipads? If so, where can I buy one?

No.

ONLY a smart cover.

If you need a full protective case/cover for that iPad you will need to search online retailers, like Amazon, for third party case/covers for the 7th to 9th gen base model iPads.

There is a Smart Cover for the iPad 9th generation. This can be purchased from Apple.com or any Apple Authorized Distributors.
