If you just transferred data from the old phone to the new phone, it is to unlock the encrypted data from the old phone.
If you see an option to reset encrypted data, several people have posted that they did that and lost little to no data.

Well what happens when you don't have the phone and remember the passcode and get a new iPhone and it still requires the passcode of the old iPhone which I kinda of forgot
