Have you try a different Apple USB cable?
Try this -> Go to Settings ->
(1) Display and Brightness -> Auto-Lock set to Never.
(2) Face ID & Password -> turn Password Off
Remove VPN if necessary.

Guess you use a Windows PC, if so check the AV & Firewall you use on the PC.
Disable all AV & Firewalls temporarily while you restore & update your apple device.
If they are On, turn Off Hotspot & VPN.
I have followed these instructions fully and did do before contacting you. As stated in my query, my error code of 4000 is NOT among those listed. Therefore, I have no further options to pursue. Referring me again to the instructions that I have already tried does not help.

I did as you suggested. No change. Same error message. Same error code.
Try this -> Go to Settings ->
(1) Display and Brightness -> Auto-Lock set to Never.
(2) Face ID & Password -> turn Password Off
