Caution - jumping over all the newer versions and directly to Catalina on Qualifying computers is Technically possible - there are those who have attempted and were successful. Then there are those who attempted and had less than good results.

Notation - Mojave is the Last version to support 32 bit applications / extensions and Drivers. Catalina, Big Sur & Monterey supports only 64 bit and there is no workaround.
Suggest using Go64 to find 32 bit application before attempting the upGrade. Some or many of the Application already installed may required update or upGrades to 64 Bit Versions.

Use Safari to download macOS on your Mac

What happens when you open the Terminal app and enter the following and then hit return:

Exactly which Mac do you have, model and year? Apple Menu > About This Mac.
In your OP you state you're on 10.9.5; that is Mavericks, but you state you can't get back to it. I don't understand.
What do you mean you can't access High Sierra? Did you click on the link I posted?
What do you mean "The only update available to me is macOS Monterey."?
hi tjk, it wont show anything when i click software update, and i cant access the high sierra, im assuming because of my computer. A few years ago i was on i believe maverick and i cant get back to it.
Its a 27 inch late 2013 iMac on OX 10.9.5, when i go to try and get monterey, the only one in the app store it tells me its unavailable. Im going to keep trying everything in the link.
