If I purchased an app with one apple id can I move it to a different apple id?

Buy it from the new account, or set up Family Sharing between the two, or contact the iTunes Store staff.

Apple Accounts Cannot be Merged:

Not directly. It all has to do with licensing between Apple and then Developer.
