how to turn on find my with phone disabled
so i cant turn on my "find my" for my phone thas disabled so how can i fix that

You cannot. Why would you want to do that? Is the phone lost?
Normally you need to un-disable the phone, which will wipe it, then set it up again and restore your last backup.
