Ipad 5th generation screen will not rotate

When I turn my ipad through 90 degrees the image does not flip? Any ideas

there is a rotation lock one needs to be sure is not set

Rotate the screen on your iPad - Apple Support

otherwise I would try to Force restart iPad - Apple Support
