Ghost storage on iCloud (unexplainable used storage in iCloud)

icloud is falsely showing that I have use all my iCloud storage. It showing about 15GB of unexplained storage use. This biggest thing on my iCloud should be the photos app. I don’t have my phone backed up on iCloud. Then what is all the grey space used up for?
