I see a lot of suggestions on how to stop notifications, but I want to know if you can DELETE them from the Notifications list in the Notifications & Focus Preference Pane.

No. The list is based on apps that allow notifications. There is not way to manually add or delete an app.

The Safari listed websites can be removed from Safari Preferences > Websites > Notifications > Remove.
Even though (yeah, I know) the apps have been deleted?
