But a key point is that a device’s IP address changes all the time; on a cellular connection any time you move to a different cell; on Wi-Fi when your ISP reallocates IP addresses. And, if you use VPN or iCloud+ Private Relay your IP address as seen by sites that you visit will be a bogus value.

Agreed that it is dynamic and assigned by external sources (Router, Service Provider etc.). I believe, at times, the MAC address gets confused with IP address terminology.
