What are the minimum versions of IOS on AppleTV and iPad?

I have an older iPad and AppleTV. My IOS vendor stopped their cloud support and refer me to Apple Home. Which purports to work better with a hub device. I own an old AppleTV device and an old iPad. Is there a version requirement for those devices to act as a hub?

iPad 2, iOS 9

iMore suggest that iOS9 or later is required iPad to provide for HomeHub services. An AppleTV3 (or later) or Apple HomePod/HomePod mini would otherwise be required.

An iPad2, iPad3 and iPad mini1 can only updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).
