How can I make a persons phone ring that is on do not disturb or silent when it is an emergency

Most folks have the phone set up to allow calls from their favorites, or to allow the phone to ring after multiple calls from the same number. Otherwise, you will be unable to make the phone ring.
Hopefully, you're contacting someone who has you listed as a favorite -- which is likely given emergency calls are seldom made to acquaintances.
