I have images in a Hidden Album in my Photos library. I want to transfer my Photos library to an external hard drive as a way of bequeathing memories but I do not want to include the hidden ones. Will those hidden images transfer to the hard drive even if I don't have that album open? If so, is there a way to prevent their transfer?

Yes they will transfer.
Best way to deal with this, is copy the library to the external drive, then open that copy of the library, go into the hidden album select all, and delete the hidden photos.
Then go into recently deleted, and delete them from there also.
