How can I restore my contacts from a previous back up

Contact are not stored in a backup. They are either synced to iCloud or to an Email account.
To access them, you either log into your iCloud account or whatever Email account holds them and turn on the "Contacts" option in Settings->Contacts->Accounts->Your account->Contacts.
