Am I double-paying??

I see that $2.99 per month is being charged by Apple on one of my credit cards (for "storage") and $1.99 per month is being charged as well from Google One (for 100 GB of extra storage for photos/videos on my iPhone I think??)

Is the first charge for extra storage in the cloud? I have a newer phone now (iPhone 13) so do I need that?

Do I need to be paying for both every month? Thank you so much!

Yes. Apple's storage $2.99 charge would likely be for iCloud Storage. There's not other storage charge from Apple. You can verify by going to Settings->Account (top of settings)->iCloud on your iPhone where you can see what storage option you are subscribed to and how much of it is being used.

Wether you need it or not, only you can say. iCloud Storage is not related to your iPhone's local capacity, it is for backups and synced photos, files, email, contacts. Only you can know how much storage you are using in iCloud and wether you need all of it or not. As mentioned you can check your iCloud storage in Settings->Account->iCloud->Manage Storage. And decide if you can downgrade to a smaller, cheaper option or not.

Same answer goes for wether you need iCloud and Google One at the same time. Only you can now what you are using each service for and what you are storing in them. For Google One management, you use the Google One App available from the App Store.

Google has a storage plan that is $1.99 per month. It is not the same as iCloud but does have somewhat similar uses. Note that it does not support Apple services such as iCloud Photos, iCloud Drive, syncing iCloud Contacts, Notes, etc.

For information about Google storage, see: https://one.google.com/about

Even if you have a new phone you may want to use one or both iCloud and/or Google storage. For example if you want to be sure that the data on your phone, including your photos, are recoverable even if your phone is lost, stolen, or broken, turning on iCloud Photos, iCloud Backup and other iCloud syncing services is something I would recommend. You may or may not need to be paying $2.99 per month for that, depending on how much storage you need.

Also, you may be able to free up some of your existing iCloud storage by deleting backups of older phones that you no longer need. See: Manage your iCloud storage - Apple Support
