My elderly mother can’t see well enough to swipe to answer a FaceTime call. Is there a setting where her iPad will answer FaceTime calls automatically, without her having to touch the screen?

Yes. Go to Settings->Accessibility->Call Audio Routing->Auto-Answer Calls and turn it on.
You can specify an amount of time for it to wait before it Auto-Answers. That way she can hear it ring and know that you are calling her if she's not holding the iPad at the time.
