For some reason, I tried texting one of my friends on iMessages, and it says “not delivered”. I tried texting another person and it worked. Also I have 3 bars of internet and i’m not blocked from my friend. Why does this happen?

The person to whom the message was not delivered, are they using an iPhone/iPad/Mac and signed into iMessage? If not, you won't be able to message them from your iPad (unless you have an iPhone and have Text Message Forwarding enabled).

Hopefully you realize there are very different types of text messages.

Your iPad is not a cellular telephone. It cannot send or receive SMS messages. (If you happen to own an iPhone, you may use it to forward SMS messages to/from the iPad.)
