Cost of iCloud+

Is the charge for iCloud+ in addition to the charge for 200 gb storage?

No -- all iCloud storage plans larger than the free 5GB plan are now name iCloud + and include the features in iCloud+ plans and pricing - Apple Support

If you currently pay for additional iCloud storage, either on its own or through Apple One, the iCloud+ services are free. If you're paying for Apple One but want additional storage, it costs more.
