It is not possible, the Books are not in your iCloud storage, see this Apple article: What does iCloud back up?

You bought the Books from iTunes Store, Books does not affect your iCloud storage.

It is not possible to permanently delete from your purchase history, it is possible to hide them, see -> Hide purchases from the App Store - Apple Support
