My husband has an SE and Siri won’t make a call when the phone is locked. “She” hears the request and responds that he has to unlock the phone. It’s problem when he’s driving and can’t have his hands on the phone. Help!

I’m sorry to hear this is an issue! Yes, it would be very unsafe to be navigating/unlocking/interacting with your phone while driving. I found the answer!
- Open Settings
- Tap Touch ID & Passcode located a little below General
- Enable Voice Dial
