Should all Apple ID’s be of the same region in order to be able to use family sharing?


I can’t seem to access music on y iPad who’s Apple ID happens to be American while the Apple ID sharing the family plan happens to be a Chinese Apple ID. So I wanted to know if it is a must that both Apple ID’s should be Chinese in order for it to work.
