I'm running macOS 12.3.1 but web pages (both in Safari and Chrome) claim I am running OS X 10.15.7
Looking at https://www.whatsmybrowser.org it reports that I'm running OS X 10.15.7
This anomaly also appears on other analytics services.
Why might it be misreporting the macOS version like this?
That has been discussed in this forum before. Apple decided to always say this one version of macOS in browser identification to help prevent identify the real macOS version to make it harder for fraudulent site to find security flaws in the macOS.

Yes Chrome reports the same thing because Chrome has to get the info from the same source as Safari gets the information.

Probably for the same reason. If you can know the operating system, you are more likely to know what vulnerabilities exist in the operating system when sending out phishing scams. The less you let the site know about you, the less likely they will be able to come with a coherent attack plan. Now that you've noticed this, when you visit websites that don't appear to work with whatever web browser, let them know it is more important they follow http://www.w3.org/ standards for portability than try to match potential Mac OS versions for website compatibility. The key to accessibility is graceful degradation in code.
