Unable to use Touch ID to view Passwords in iPad settings

Unable to open/view Passwords with Touch ID. Also not able to scan ANY fingers for Touch ID on my iPad with Home button.

Touch ID and passcode not appearing in settings As seen in my other question, I lost my phone, so I got a newer one (ish). I set it up as normal but for some reason when I am going to add another finger for Touch ID the option won’t even appear!! Same happened with my iPad Pro 9.7” so I can’t take a screenshot of what it should look like. But anyway here’s a screenshot of my settings:
