Unable to purchase what could be the problem

Every time I try to make a purchase in an app I get a message saying in app purchase restricted. I don’t recall doing that how do I fix?

iPhone 12 Pro Max, iOS 15

Settings>ScreenTime>Content&Privacy Restrictions>Itunes&AppStore Purchases... the first 3 options should be set to "Allow".

When done, restart your iPhone.
