Can I use my iCloud Alias as my primary email?

So when I first created my iCloud account 13 years ago I created an iCloud email username@iCloud.com, however that username no longer suits me and I wanted to change it but was told by an apple representative that it cannot be changed and I would need to create an iCloud "alias" with the desired username so I did however I decided I want to just delete my entire iCloud account and just create a new one because I really want my domain alias name to be my primary iCloud.com email. So I deleted the iCloud alias and tried to create an entirely new iCloud account with the username that was used for my iCloud alias and its saying the username is already taken. Is there a way to get around this? Is it possible that the username will eventually become available since I deleted the alias?
