iPhone does NOT keep last shot configuration

On my iPhone 13 Pro Max, there is no way for the camera to stay in 16:9, when I close the camera and go back in it always goes back to 4:3.

They told me: go to Settings / Camera / Preserve Settings and activate Camera mode. Then open the camera and take a 16:9 photo and you're done, the iPhone will save the last used settings. NOPE!

Is there no way to get something so simple in such an expensive phone?

Underneath Camera Controls, do you see another toggle called Creative Controls?

That is what I have on my 12 and it says to "Preserve the last used filter, aspect ratio, ...." but the 13 may be different.
