App install for Apple SE under family setup

With Family Setup, your family member who doesn't have their own iPhone can use their Apple Watch to do simple things like make phone calls, send messages, and share their location with you. Note that some Apple Watch features depend on having a companion iPhone, and aren't available on an Apple Watch that you pair using Family Setup. For more info, see:

This does not answer the question at all.

I have the same problem. I bought an SE for my child to use with family sharing. I purchased a keyboard app on my phone. I cannot, in any way, move the keyboard app to the watch. I have restarted both devices. When I go into the watch app on my phone the keyboard app is not listed with the other apps. When I click on apps, the only options available are the two toggles shown below.

Are you saying that purchased apps cannot be used on a family sharing watch? So watches used under the family sharing system can only have stock apps and are completely unable to have any apps added?
