Unable to sync contacts on iPhone to iCloud

I've had this issue for about as long as I can remember; I've tried every trick, tip, and article by Apple or otherwise, but I am consistently unable to sync my phone contacts with my other icloud devices. They're not on iCloud.com, it is the same account, everything else sync fine. I've turned contact syncing off and on in iCloud about a dozen times on all my devices to no avail. Pushing my contacts to the cloud from my phone is as elusive as should be easy, and yet nothing seems to work. Can somebody please give me some new fangled method to try and force my contacts to sync together? At this point, I just need the peace of mind.

Based on your post, your iPhone contacts aren't syncing to iCloud and your other associated devices. We'll do our best to help out with this.

You mentioned trying all of the Apple resources. Did you also try out the following for issues syncing contacts: If your iCloud Contacts, Calendars, or Reminders won’t sync - Apple Support

Do you use a VPN or security software on your iPhone? We ask because these may block the connection to Apple's servers: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues - Apple Support

If you add contacts using other associated devices, do they show up on the iCloud website? Here's a quick link to sign in and check: https://www.icloud.com
