How can I retrieve a deleted text via iCloud?

If you have a device backup of your iPad that contains the messages, and you do not have messages in iCloud enabled on the iPad, you'll be able to restore from the backup at the expense of anything new.
Deleted texts are not in iCloud; once deleted a text message is erased forever.

How do have the messages being backed up in iCloud. How do I back up otherwise?
Messages are synced through iCloud, not backed up. If you turn off messages in iCloud, your device backup will then contain messages but your devices will not sync messages.
