Passwords don't sync

I have a MacBook (Monterey 12.3.1), iPad (iPadOS 15.4.1), and iPhone (IOS 15.4.1). All are set to sync passwords. However, I can't get them all in sync. I usually update Safari passwords on my Mac, but there updates don't make it to other devices. As a result, the passwords are all out of sync. I have tried turning off iCloud passwords on my iPhone, but each time I try to move the slider off, it turns itself on. How to I force re-sync of all passwords?

What do you mean by syncing passwords?

Each user has a unique local password you create on each Mac. They don't actually sync, you just make them all the same for a given user ... if you wish. You don't have to though, each user can have a different password on different machines.

That's by design.

Do you by chance mean Apple ID and password? That's not your local ID and password ... your Mac user ID and password.

Sorry if I wasn’t clear. When I use Safari to set a password for a site I believe it gets stored in the keychain file on iCloud. I thought this was supposed to sync across devices so that the password would be available to use on a site when accessing the site from iPhone. Safari on iPhone has different saved password for a given site than my MacBook does. How to I ensure that safari passwords set up on MacBook make it to other devices?
