monthly apple charge vs iCloud addition

I am already paying .99/month to Apple for photo storage (?). Now I am getting messages that my iCloud needs more space. What is the difference? why pay both? iCloud+ wants 3.99/month

iCloud storage come in three tiers, 50GB, 200GB, and 2TB with a cost of .99, $2.99, and $9.99 (In the US). If you are out of space because your photos and iCloud backup of your device have used your 50GB that you currently subscribe to, you can upgrade space or delete items (or stop using iCloud)
