Use a Mac or PC, using iTunes if the Mac is running anything before Catalina, or if you're on a PC, and the Music app if you're running a newer version of macOS (Catalina and later).
Import the music from the CD to iTunes / Music, and then sync your music collection to your iPhone over a cable.
