Blue circle around people in Photos

I can't figure out what the difference is with people that i've tagged in Photos, that have a blue circle around their image, and those that don't. What does it mean?

As you can see in the image, the first 2 have it. The last person doesn't

People Tagging Issue When tagging people in the photos app I am seeing two options for each person. One option for the person contains their email and the other does not. Any idea why there are two tagging options for each person? How can I correct that?
