Volume buttons

Why are the volume buttons on my iPad Air (5th gen) reversed? Top button lowers volume, and bottom button raises volume.

I have an iPad air fifth generation however when I go to settings to change the dynamic volume control I do not have that option when you go into settings/sound again I do not see the option to change the dynamic volume control. Is there another way to control the volume buttons on the iPad?
