Can’t use apple account money on games

I cant purchase any in app purchases with my apple money balance . I try to redeem it and I don’t think I can , I tried putting it in my wallet and I can’t as well. Every in app purchase I tried to make it leads me to ITunes in which I don’t know how to even use to purchase my in game purchases .
