I have 3 iPads: Air 2 (in use), iPad Pro 10.5 (in a suitcase, stolen 2 days ago, in Costa Rica), a new 5th G Air (unusable). I want to know how I can get my saved pdfs (in iBooks in iCloud) fr. my stolen Pro, to my in-use Air 2.

How can I get my pdfs (saved to iCloud on my stolen iPad Pro 10.5) to download on to my in-use Air 2. I have a new Air (5th gen), that is under warranty till August. But I had a bad 'crash' which resulted in that 5th-gen Air flying right over my body and crash-landing. The screen damage gradually took that iPad completely out of action. So, because (at 81 years of age) I have been stuck in Costa Rica for 2 years, while the Australian border has been closed (and I'm now waiting to get a new US visa, to fly to Australia. from the US), I have to depend on my old Air 2 until I get to Aust. It is working well (using iOS 14.4.2, but I'm being constantly prompted to 15.4.1 (which has a bunch of stuff I'd never use).

If you are attempting to access files from another device, if you were saving the files in iCloud, you could access them on iCloud Drive, as long as you were logged into the same Apple ID. However, if you were not doing that, they would only be accessible on that iPad. If you have a current backup of that iPad, you could only restore your old iPad if you were using the same or higher iPadOS on the old iPad. So, if the stolen device was using iPadOS 15.4.1, or anything higher than the iPadOS that is on the Air 2, you could restore that data, but if it is using a lower iPadOS, you will not be able to restore to that backup.
