Can’t add to Apple Wallet

trying to add Disney passes to wallet and have this message for a week. Disney say it’s an Apple issue

See ☞ If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support

The answer was to change my region to United States, add the tickets to wallet, then change back to my country
