Why I am charged for Purchase of AED 34.99 at APPLE.COM/BILL, ITUNES.COM.
this amount direct deduct from debit account which is not allowed

You can request apple for a refund
Request a refund for apps or content that you bought from Apple - Apple Support
It says there is no purchase and it detected from my Account directly
