Here’s the online link to apply without iPhone,

Apple Card - Apple

This is the portion of the Apple Card Customer Agreement that covers not having an iPhone (required device),

Using Your Account Without a Required Device

“This section explains the differences that apply if you use your Account without a Required Device. For example, if you do not apply for or add Apple Card on a Required Device, this section applies.

If you are not using a Required Device, you will not have access to the full experience, functionality, and benefits of Apple Card. We call this "Apple Line of Credit." The following provisions of this section will apply to your use of Apple Line of Credit:

• You may use your Apple Line of Credit only to make certain Purchase Transactions at Apple Retail Locations or the Apple Online Store that we authorize and permit. You will only earn and receive Daily Cash on permitted purchases of goods or services directly from Apple. To earn and receive Daily Cash as otherwise described in this Agreement, you will need to use Apple Card with a Required Device.

• A Card will not be automatically added to Apple Wallet and you will not have access to a physical Card unless you add Apple Card to a Required Device in the future. If you do, this section (“Using Your Account Without a Required Device”) will not apply and you may then request a physical Card.”

Complete limitations are on page 13.

You can access you Apple account here,

Card.apple.com

The online portal offers limited services and features, but you can see your monthly statements and pay your monthly balance. Additional features and services are available via your Wallet App on your iPhone.

If you don’t have an iPhone, you have an Apple account, not an Apple Card MasterCard. Your Apple account is limited to purchases at brick and mortar Apple Stores and online at the Apple Store at Apple.com.
