activation lockout

locked out of my icloud keeps sending verification code to my icloud email (WHICH I AM LOCKED OUT OF THATS THE PROBLEM!!)

I cant unlock my apple id because the verification that its want to send to is the exact icloud account thats locked . Wth? My gfs iphone 7 is locked. It says that her apple id has been locked. We try to unlock it but when trying to sign in to icloud it says its gonna send a verification to her icloud. But how we supposed to open the verification mail if the icloud account is locked ??? Am i missing something?

yes i get to iforget. apple and it asks for text verification code- which is entered and then true next question says put verification code to my email icloud but i’m Locked out of it that’s why i’m going to the remove activation lock article and then to iforgot.apple etc. one of the steps includes getting a verification code sent to the email icloud i can’t get into
