App Store keeps asking to verify a payments

Sign in to your Apple ID account page and edit / update your Apple ID details.

On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.

when I try to download app it asks me for billing info and I do but it keeps asking and nothing gets resolved.

i can’t even get my already paid for apps or my free ones
