Pages TOC fails in exported PDF

How does one export a Pages document to a pdf and preserve the TOC links?

You should use the Export To > PDF and this will preserve the TOC links on the PDF, as I have just tested with Pages '09 v4.3, Pages v7.3, and Pages v8.1 on macOS High Sierra (10.13.6).
