Apple Watch control center

Why doesn't Apple Watch control center always work ? 
In practice I try to scroll up or down and the control center does not 
open but if I turn off the apple watch then it starts working again

The first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

If that doesn't help, the next steps would be to unpair and pair your watch again and restore from the backup just created. This should result in no loss of data. It deletes all temp and corrupted files and re-indexes the file system.

I have tried the method of rebooting the watch to fix the issue of the control centre not working when swiping upwards. Rebooting fixes the problem temporarily and the problem soon returns on the same day. Have also tried unpairing and repairing the watch method but this too fixes the problem temporarily. Both methods ultimately providing temporary fixes is unsatisfactory.
