have to manually turn on cellular data every time

I live in a rural area where there's no cell service for miles. When I go into an area with cell service, I find that I have to manually turn on cellular data every single time. Is this normal? I'd like to have my toggle just remember that yes, I want to enable cellular data whenever I'm in cell range.
